Case Enterprises is a boutique development company that produces homes that are unique, sustainable, high quality, and affordable. Originally founded in 1979 by David Case, the company specializes in combining Low-Income Housing Tax Credits and Historic Tax Credits with sustainability incentives, such as Solar Tax Credits and Section 45L Tax Credits, to develop projects that are both impactful and profitable. Case Enterprises is based in Asheville, North Carolina but works across the country with active projects in North Carolina and Tennessee, and completed projects in Connecticut, Massachusetts, and Arizona.

Historic Sanda Mill
In 2023, Case Enterprises completed the Historic Sanda Mill development in Cleveland Tennessee. Located at 140 Edwards St. NE, the project revitalized the Sanda Hosiery Mill, a historic building originally constructed in 1924, turning it into 52 loft style apartments.
Historic Sanda Mill exemplifies Case Enterprises commitment to building affordable homes that are beautiful, high quality, sustainable, and unique. The project combined 9% Low Income Housing Tax Credits, Federal Historic Tax Credits, and a Tennessee historic grant to revive the historic mill building and return it to productive use as affordable housing. The resulting 24 one-bedroom units and 28 two-bedroom units retain the building’s historic character with their century-old restored steel windows, hardwood floors, and exposed wood, steel and brick. To compliment history with modern ingenuity, the apartments feature an array of roof-mounted solar panels.

Historic Giffin Square
Case Enterprises’ Historic Giffin Square will create 77 new units of affordable housing in Knoxville, Tennessee. To do so, the project will bring back the historic Giffin Elementary School, located at 1834 Beech Street, as an asset for the South Haven community by repurposing the site as high-quality workforce housing.
Historic Giffin Square will carefully restore the former Giffin Elementary School building and create two new buildings alongside it. The restoration of the existing building will produce 35 units of family affordable housing with a mix of 17 efficiencies and 18 one-bedrooms along with a leasing office and a shared community space. The two new buildings will produce 42 units of family housing with a mix of 14 two-bedrooms and 28 three-bedrooms. All units will be equipped with EnergyStar appliances, and the new buildings will be built to high efficiency ZERH construction standards.
In October 2023, the project received an award of 9% Low Income Housing Tax Credits. In December 2023, the Knoxville City Council approved a planned development zoning amendment for the project. Construction will start in late spring/early summer 2025.

DAVID CASE
Founder and President
David Case founded Case Enterprises Development Corporation in 1979. Initially focusing on Historic Tax Credit (HTC) renovations in downtown Hartford, Connecticut, David expanded to affordable housing soon after the passage of the Tax Reform Act of 1986 and developed one of the first large Low Income Housing Tax Credit (LIHTC) deals in Connecticut, Sigourney Mews, in 1988. Over the next thirty-five years, David leveraged his experience with LIHTCs and HTCs to produce over 1,000 units of quality affordable housing in partnership with a wide range of investor groups, nonprofits, and municipalities across the country.
In addition to his LIHTC and HTC work, David has a passion for sustainable development and innovative community design. In the mid 90s, Case Enterprises served as the master plan developer for one of the largest planned sustainable communities in the country, Civano. Since then, David has developed over 500 acres in two successful residential communities located in Asheville, NC, Sovereign Oaks and High Hickory.
David holds a BA in psychology from George Washington University and a master’s in psychology from Connecticut College.

BENJAMIN CASE
Principal
Benjamin Case is an attorney with a background in politics, public administration, and civil rights. Prior to joining Case Enterprises, Ben worked for the government of the District of Columbia, both at the Office of Human Rights and at the Mayor’s Office of General Counsel. At the Office of Human Rights, Ben focused on housing discrimination, working extensively both on proactive initiatives to prevent discrimination against recipients of housing choice vouchers and enforcement actions addressing such discrimination. At the Office of the General Counsel, Ben supported Mayor Bowser’s nationally recognized efforts to produce and preserve affordable housing in D.C. through his work in compliance and agency oversight.
Before practicing law, Ben served as a program analyst for the D.C. Department of Consumer and Regulatory Affairs, as a community liaison in the D.C. Office of Community Affairs, and as a regional field director on a political campaign.
Ben holds a BA in Political Science from American University and a JD from Boston College Law School.
